Encouraging the students' motivation and learning outcomes in social studies is one of noteworthy issue in teaching and learning process. Students who have low motivation tend to not enjoy the class activity. It can be seen from their face expression and their behavior in the class. They are looked like sleepy, and they choose to keep silent during the activity. Even, there are no any opinions or feedback to the lesson. Sometimes, the students also fall asleep because of the low interest to the class activity. On the other hand, the teacher and some students who have high ability often dominate the class, so that it pushes back the low motivation students to have less interest. However, when the break time is coming, the students will be cheer up. Those are the signs that the class activity is not enjoyable.

Based on those statements above, the writer tried to enhance the students' motivation and learning outcomes by choosing the model and the learning strategies which appropriate with the characteristics of the students. The subjects are 19 students of the fourth grade students of SDN Grugu 02 Kawunganten Cilacap on the second semester of 2015/2016 academic year. The writer used classroom action research which consists of two cycles. The data are collected through observation, interview, test and questionnaire. In this article, the researcher use cooperative learning by combining talking chips and quick on the draw.

The researcher believed that children at elementary school are very active and dynamic. They like to move around, and they are interested to anything which is moved. The learning activity that makes them become passive will be considered as boring activity. They will lose their mood to study. Cooperative learning is designed to obtain an enjoyable learning experience. It involves one student to the other students to learn or work as a team work that help each other. Furthermore, talking chips is a model of teaching applied to express opinions with equal turn. The teacher engages all of the students to participate the class without their knowing. The students are given a topic that will be discussed in a small group, but they express their opinion by giving one chips for one turn. When all the chips have been used, the discussion will be over. Meanwhile, quick on the draw means the students to think fast, to work together and to be familiar with variety of learning resources. They will be separated as a small group. Then, each group obtains the learning resource and the first question card. The teacher gives some time for them to answer the card. After that, the students will give their cards to the teacher. If the answer is correct, they are allowed to take the other cards. A group who has completed all of the question cards will be the winner. Talking chips and quick on the draw can provides something to raise curiosity and something unexpected.

From this article, i hope that i can implement this model and learning strategy for my class. I think it can be used for the other skill, or to develop critical thinking , or to increase the students' confident in the class, since every student is equal and has the same chance to deliver their voice.
